The image shows a man on a tractor, hitched to a harrow and a pulverizer. The man is preparing the soil to plant sugar cane, which was the most common crop in Peru. Sugar cane was a crop introduced to Peru by the Spaniards. Most sugar cane fields were equipped with machinery like that pictured, which was considered modern machinery for its time.
